Eligibility for Hiring a Helper Under the Advance Placement Scheme (APS)
To hire a helper under the Advance Placement Scheme (APS) in Singapore, your household must qualify for the Levy Concession set by the Ministry of Manpower (MOM). You may qualify if you meet the following criteria:
You live with a Singaporean citizen who is:
- A young child below 16 years old, or
- An elderly person aged 67 years and above, or
- A person with disabilities (PWD) certified by a Singapore-registered doctor to require assistance with at least one Activity of Daily Living (ADL) such as showering, feeding, dressing, or toileting.
If you or your spouse is a Singapore citizen, you can also qualify if:
- Your parent, parent-in-law, grandparent, or grandparent-in-law is a Singapore Permanent Resident (PR), aged at least 67 years old, and lives with you.
Note: Levy concession is granted for one helper per eligible person living in the household. If there are two eligible persons, the household may qualify for levy concessions for up to two helpers.
